The first version of the DOK was not electronic. Mr. Elton Cobb started the knowledge library. He felt he could easily supplement the learning process by reproducing and handing out his favorite documents to students enrolled in the Construction Contract Administration Course. The number of handouts soon filled Elton's suitcase beyond the limit allowed by the airlines. It is rumored that Elton would only accept teaching assignments in the South East thus allowing him to fill his old Dodge with boxes of handouts for the students. Something had to change.
